Fire safety and building safety conditions on UK planning decision notices

Higher-risk residential schemes, tall buildings and complex refurbishments often carry planning conditions about fire statements, fire safety strategies, or submission of details to the fire and rescue service. Applicants read these clauses to know what must be approved before works start — not to draft the strategy from a blog. Sealed-notice literacy only.

Not planning advice. Not discharge drafting. DecisionBrief reads decision notices you name into sourced PDFs. We do not design fire strategies or liaise with building control.

Where fire wording appears

Fire safety information (Reg 38 context)May appear as informative or condition — read label

Planning condition vs building regulations

Applicants confuse planning discharge with building control sign-off. The decision notice tells you what the planning authority conditioned; building safety gateways may impose separate submissions. DecisionBrief quotes planning text only — not certificates of compliance.

Timing and sequencing

Fire conditions may sit in a chain with highways, drainage or structure — highways access conditions, drainage conditions, retained structure conditions. Read “not until” clauses in order on the sealed PDF.

Discharge applications

Some fire-related conditions require approval before commencement — which conditions need discharge, how to read condition timing.

Thin notices and officer reports

If the register PDF is thin, do not assume fire matters are absent — thin or missing sealed notice, decision notice vs officer report. The binding schedule is still the sealed notice when available.

Questions

Are fire strategy conditions usually pre-commencement?

Often yes — no development shall commence until a fire strategy or similar document is submitted and approved. Read the sealed notice for the exact trigger label on your permission.

Is building safety the same as planning conditions?

Building regulations and gateway regimes sit alongside planning. Decision notices may still carry fire-related planning conditions — read numbered conditions separately from informatives.

Will DecisionBrief produce a fire strategy?

No. DecisionBrief reads sealed decision notices into sourced PDFs. Fire engineering is for your design team.
