Construction management plan conditions on UK planning decision notices
Construction Management Plans, CEMPs, logistics plans and site setup submissions appear as pre-commencement conditions on permissions where neighbours, highways and environmental receptors matter. Applicants read these lines to know what must be approved before hoarding goes up — not to draft the plan itself. This guide is sealed-notice literacy only.
CMP, CEMP and logistics — different condition labels
- Construction Management Plan (CMP) — site logistics, deliveries, working hours, crane positions.
- Construction Environmental Management Plan (CEMP) — dust, noise, vibration controls during build.
- Construction Traffic Management Plan (CTMP) — haul routes and highways interface.
One permission may require two or three approved documents under separate numbered conditions. Read each line — informatives vs numbered conditions.
Common trigger wording
| Wording cue | Plain-English reading | Cross-read |
|---|---|---|
| “Prior to commencement … CMP submitted and approved” | No main works until plan signed off | pre-commencement triggers |
| “During demolition … CEMP adhered to” | Live compliance during phase | retained structure conditions |
| “Delivery hours restricted to …” | May sit in CMP or hours condition | noise and hours conditions |
| “Hoarding details to be approved” | Site setup submittal | design and access conditions |
CMP conditions vs highways and access
Visibility splays and access construction may be separate pre-commencement lines — highways and access conditions. A CMP approval does not automatically discharge an access detail condition unless the notice merges them (unusual — read both).
Environmental overlap
- Dust and air quality monitoring — may reference CEMP appendices.
- Archaeology watching brief — separate heritage trigger — archaeology conditions.
- Tree protection — arboricultural method statement — landscaping and tree protection.
Officer report vs sealed notice
Committee reports often discuss a “recommended CMP outline”. Only numbered conditions bind — decision notice vs officer report, approved plans conditions.
Questions
Is a Construction Management Plan the same as a CEMP?
Not always. LPAs use different labels: Construction Management Plan, Construction Environmental Management Plan, or separate logistics and environmental plans. Read the numbered condition to see which documents must be submitted and approved.
When must a CMP be approved?
Many conditions require approval before commencement of development or before site setup. Read the trigger phrase on each numbered condition — do not assume one plan covers the whole build programme.
Will DecisionBrief write the CMP?
No. DecisionBrief reads sealed decision notices into sourced PDFs. CMP drafting is for your contractor or planning consultant.
