Landscaping and tree protection conditions on UK planning decision notices
Landscaping scheme, tree protection, arboricultural method statement — green infrastructure wording on sealed notices often spans pre-commencement, during works and pre-occupation triggers. This guide helps applicants read those conditions as printed. Not planning advice.
Landscaping vs tree protection — separate conditions
On many decision notices, landscaping and trees are split:
- Landscaping scheme — planting plans, hard landscaping, maintenance period (often 5 years).
- Tree protection — fences, root protection areas, no storage within TPZs.
- Arboricultural method statement (AMS) — works near retained trees during construction.
Each may have its own discharge trigger. Do not treat “landscaping” as one bucket — read every numbered row.
Common trigger patterns
| Wording on notice | Typical trigger |
|---|---|
| AMS submitted and approved prior to commencement | Pre-commencement |
| Landscaping to be completed before first occupation | Pre-occupation |
| Landscaping within [season/planting window] of completion | Timed compliance — read the exact deadline logic |
| Development in accordance with approved landscaping plan | Ongoing — plan must be discharged/approved first |
See pre-commencement vs pre-occupation and how to read condition timing.
Materials and external appearance overlap
Landscaping conditions sometimes reference approved drawings for hard materials, boundary treatments or screen planting. If your notice also has a materials condition, read both — external appearance may be governed separately on the schedule.
BNG and LEMP on the same notice
Biodiversity net gain and Landscape and Ecology Management Plan wording may appear beside traditional landscaping conditions. They are not interchangeable — see BNG vs LEMP conditions for reading literacy on those rows.
Informatives about trees
Officer reports and informatives may reference TPO trees or highway planting. If the binding language is only in an unnumbered NOTE, check informatives vs numbered conditions before assuming it is a discharge condition.
Reading checklist
- List every condition mentioning landscaping, planting, trees, arboriculture, or AMS.
- Mark each trigger: pre-commencement, pre-occupation, or timed post-completion.
- Identify which approved plan each condition references.
- Cross-check commencement blockers with discharge application planning.
- Order a £79 DecisionBrief if the sealed notice is long or thin — see thin or missing sealed notice.

Questions
When must landscaping be completed under a planning condition?
Read the sealed notice. Landscaping may be required before first occupation, within a season after completion, or as part of a phased scheme. Pre-occupation and during-construction triggers use different clocks — see pre-commencement vs pre-occupation.
What is an arboricultural method statement on a notice?
It is often a document that must be submitted and approved before works near protected trees. Wording may reference BS 5837 or tree protection fences. DecisionBrief classifies the trigger; we do not write arboricultural reports.
Are landscaping conditions the same as BNG conditions?
Not always. Biodiversity net gain and LEMP wording may sit on the same notice but use different compliance paths. See BNG vs LEMP conditions for BNG-specific reading.
