External materials and colour conditions on UK planning decision notices
Brick match, cladding panel, render colour, and window frame finish lines rarely sit in one friendly paragraph labelled “materials”. They appear as numbered conditions referencing elevation drawings, sample panels, or reserved matters approvals on outline permissions. This guide helps applicants and agents read that wording on the sealed notice — not choose products or write discharge applications.
Common materials condition shapes
- Details submission — “Prior to commencement … details of external materials … submitted and approved”.
- Approved elevations — “Development shall be carried out in accordance with drawing …” — see approved plans conditions.
- Sample panel — physical sample approval before cladding installation.
- Reserved matters — appearance reserved on outline — see outline vs reserved matters and reserved matters on outline permission.
Reading colour and palette wording
| Wording cue | What binds | Typical timing |
|---|---|---|
| “RAL #### or equivalent” | Named colour reference on notice or drawing | Often at details approval stage |
| “Brick to match existing on-site” | Match criterion — may need sample | Pre-commencement or pre-installation |
| “Materials as shown on elevational drawings” | Drawing schedule | Compliance with approved set |
| “No mirror glass / no dark render” | Prohibition | Compliance-only |

Mix-ups to avoid
Officer report palette vs sealed notice. The committee report may show a softer material board — only numbered conditions and approved drawings bind — decision notice vs officer report.
Landscaping materials vs building envelope. Hard landscaping specs may be separate — landscaping and tree protection conditions.
Advertisement fascia vs wall cladding. Signage conditions are a different numbered line — advertisement consent conditions.
Thin notices and discharge planning
If the sealed PDF lacks drawing numbers, see thin or missing sealed decision notice and where to find the sealed notice on the LPA portal. For discharge triggers: which conditions need discharge.
Questions
Are materials conditions usually pre-commencement?
Many require details of external materials or a sample panel to be submitted and approved before development commences or before relevant works start. Others bind materials shown on approved elevations only. Read each numbered condition separately.
Where do RAL or brick references appear?
In the condition narrative, on materials schedules, or on cited elevation drawings. If the notice only references a drawing number, open that sheet from the planning portal.
Is this planning advice?
No. DecisionBrief reads public decision notices into sourced PDFs. Instruct an architect or planning consultant for specification and discharge submissions.
